The recent safe release of Pompey’s dredge crew members, abducted nearly three months ago in the wave of early spring attacks,reopens the debate over piracy in the Horn of Africa and some (namely human) of its implications.The phenomenon is still kick and alive despite current stillness caused by the seasonal SW monsoon, that should last till September, and patrol efforts trying to sanitize an huge water surface originating from 1600 nautical miles-long coast-line, off the coast from Aden to Kenia into the Indian Ocean.Undoubtedly a daunting task to maritime policing operations set in place, under the blessing of the International Community, by the EU and NATO along with contributions from able and willing navies, such as China,India, Japan Russia etc.

Piracy, as one of symptoms of chaos that characterize failed states, thrives in the double vacuum both of juridical regime in the High Sea, both of willingness of States to exert sovereign rights inside ungoverned spaces. The latter refers to law enforcement activities such as apprehension, custody, detention and prosecution of arrested pirates. As of today, these hurdles seem to be overcome by an EU framework agreement with Kenya, that is already taking care of Somali’s police training.

With attention being paid mainly to the security equation, the predicament of abducted crews seems, at best, to be kept low key. Yet, it is unpleasant to witness long-lasting periods of inhumane behaviour toward people led away by force. And with some 18 vessels still in the hands of pirates, the number of hostages has become significant and worth of attention. Rounds of negotiations are carried out; yet to be effective an understanding of the phenomenon as well as of local situation is needed in order to shorten above time-frames. In a nutshell, a more structured approach, where dedicated skills should match negotiation challenges with a certain degree of knowledge of the environment.

In our case there seems to coexist either support from local population as well as fatigue and condemnation by religious leadership, fed up by criminal activities. As wholly recognized the problem of piracy may be solved in the context of stabilisation and reconstruction efforts. It implies “capacity building” of Somali State, with particular reference, but not limited to, maritime surveillance. Normally matter of medium to long term, the success of these efforts relies also on the security framework granted by underpinning military operations. Launching and sustaining large scale operations in the region, such as Amis and AmiSom, the African Union has made commendable efforts. It is up to the UN to speed up the handover process to more armed and equipped forces.
